I. General provisions
The present Position defines conditions and order of annual selection of 100 best Russian inventions.
The primary goal of this selection is revealing, stimulation and encouragement of perspective native scientific and technical work-outs, for the purpose of their further advancement in the market and industrial introduction.

II. Purpose of selecting 100 best inventions
The selection purpose is invention propagation, development of the market-objects of industrial property, attraction of investments into innovative sphere, increase in competitiveness of native production and assistance to advancement of the Russian work-outs on the domestic and world markets. Besides, the purpose is also to wider the attraction of scientists, inventors, technical officers and working enterprises, organizations and establishments of all patterns of ownership to the decision of actual problems of economy of the Russian Federation at the expense of work-outs and introduction in manufacture of inventions.
Selection of 100 best inventions is directed on attraction to the patent-owners and authors for interest in investors, public recognition of their achievements, and also on expansion of the received experience in inventive works among other enterprises, the organizations and physical personals.

III. Criteria of selection
1. The inventions included in number 100 of best, should answer following criteria:


• conformity to priority directions of development of a science and technologies in the Russian Federation, defined by Bases of a policy of the Russian Federation in the field of development of a science and technologies for the period till 2010 and the further prospect (confirmed by the President of Russian Federation on March, 30th, 2002 N Pr-576) and since 2007 to the Federal target program «Scientifically-technological base of Russia» for 2007-2012, providing the accelerated formation of technological potential according to national priorities of technological development;
• conformity to federal and departmental programs of technological re-equipment of the high technology directions in a national economy, being in full or in part in sphere of the state responsibility: the nuclear, space, aviation industry, separate sectors of an defense-industrial complex, etc.;
• A high technological level of the invention in comparison with world analogues;
• Trail invention;
• Originality of the technical decision;
• Urgency of the problem solved in the invention;
• Ready for use in manufacture;
• Useful in manufacture;
• Expected economic benefit.

The following is carried to Priority directions of development of science, technologies and techniques:

Each of priority directions includes extensive area of researches and work-outs both fundamental, and search-applied character and is based on so-called critical technologies, work-outs and which uses are directed on maintenance of interests of the state in sphere of national safety, economic and social development.

To inventions, having high technological level, can be included inventions concerning priority directions of development of science and technologies, corresponding to world level, and also inventions of diversified use.
Urgency of any problem solved in the invention, is estimated on its conformity to priority problems of economy, ecology and social policy, namely, improvement of quality and competitiveness of let out production, economy material and power resources, preservation of the environment, improvement of working conditions etc.
The conclusion about sufficient technical elaboration of the invention and its ready to  use in manufacture can be made on presence in filled materials of drawings the invention, results of tests or results of trial approbation (approbation).
The inventions based on new principles of the decision of a task in view can be carried to original technical decisions.

IV. Constantly operating commission on selection of 100 best inventions
Selection of 100 best inventions is made by constantly operating commission headed by the director of FGU FIPS (chairman of the commission). The Vice-president of the commission is the head of department of economy of industrial property (department 45), and its members managing branch expert departments.

V. The Order of selection of the best inventions
1. Selection of the best inventions is made from a database of perspective inventions.
The database of perspective inventions is formed on the basis of offers of expert branch departments FGU FIPS which make their selection on the headings of International patent classification fixed to departments from among native fillings for the inventions which are on consideration, or yet not considered (including fillings on which the petition for substantial examination carried out did not arrive).
Under each selected filling the expert department fills an information card which goes to department of economy of industrial property. Data are represented not less often than once in a quarter.
2. The department of economy of the industrial property requests of the applicant (patent-owner) the consent to inclusion of its invention in database «Perspective inventions».
After reception of the consent of the applicant (patent-owner) the department of economy of the industrial property spends replenishment and formation of a database of perspective inventions.
Release of the information on perspective inventions on CD - and DVD-ROM, and also replenishment of their database on a Rospatent site on the Internet makes branch of 7 FGU FIPS.
Besides, the department of economy of the industrial property makes preparation for printing the collection «Priority directions of development of science and technologies and perspective inventions» which leaves two times a year. The information on perspective inventions is published also in magazine "Intellectual property", and if necessary and in other magazines.
3. The information on held exhibitions, salons, forums of inventions taken places on Rospatent site, and department of economy of industrial property makes selection of inventions from database «Perspective inventions» and sent the invitation about participation in the specified exhibitions to the patent-owners.
As per rule, selection of perspective inventions, held for the following exhibitions spent by the Ministry of Education and Science of Russian Federation and Ministry of economic development and trade of Russian Federation:

  1. International salon of innovations and investments (Moscow).
  2. International salon of industrial property "Archimedes" (Moscow)
  3. International salon of the inventions, the new techniques and goods "Geneva" (Geneva, Switzerland).
  4. International Salon of inventions «Competition Lepin» (Paris, France)
  5. International Forum «High technologies of the XXI-st century» (Moscow).
  6. International Salon of inventions «Competition Lepin» (Strasbourg, France)
  7. International exhibition «Ideas – Inventions - New production» (IENA), (Nuremberg, Germany)
  8. International Salon of inventions, innovations and innovative technologies «Bruxelles - Eureka» (Bruxelles, Belgium)
  9. The Seoul International exhibition of inventions (Seoul, South Korea). 

On the basis of perspective inventions the Russian expositions exposed and on other domestic and international exhibitions, held by other federal enforcement authorities are formed also.
4. After carrying out of the next exhibition the department of economy of industrial property carries out the analysis of its results about reception of awards by the exhibits generated on the basis of perspective inventions, as one of criteria of the estimated inventions.

VI. Encouragement for patent-owners and authors of 100 best inventions
Summarizing the annual work on selection of 100 best inventions is done by the Commission a month before Day of the inventor and rationalizes.
On the basis of representation by the Commission of offers the Federal Agency of intellectual property, patents and trade marks issues the corresponding order and to Day of the inventor and rationalize spends rewarding the patent-owners and authors of 100 best inventions.
Rewarding includes:
• Rospatent Medal;
• Rospatent Diploma;
• Certificate of honor of FGU FIPS.

VII. Illumination of selection results for 100 best inventions
Evidence on 100 best inventions are published in a special collection, magazines and published on Rospatent web-site.
Business contacts to applicants, authors and patent-owners are carried out by employees of economy department of industrial property of FGU FIPS.
